The Northants Arson Task Force (ATF) is a partnership between Northamptonshire County Council Fire and Rescue Service and Northamptonshire Police which aims to combat arson in the County. The team consists of two Fire Officers and a Police Constable. The team was part funded by the Arson Control Forum and carries out detailed fire analysis and investigation in the County. It also works with partners to agree policies and undertakes projects which are aimed to improve detection rates and reduce arson in Northamptonshire. The ATF's deliberate fire reduction strategy started with the analysis of local fire problems and an appraisal of community needs. This gave the task force a more clear view of the situation in the county and enabled it to obtain the necessary resources in terms of finance and personnel and to build partnerships with the wider community. Partnership-working, whether between the Police and Fire Service or between the Task Force and local authorities is at the heart of everything the ATF does. The resultant strategy is based around four basic principle areas of work. Prevention Arson prevention work focuses on the securing of empty prroperties advice in relation to occupied properties and the removal of abandoned vehicles. The county-wide abondoned vehicle partnership works under the name of ELVIS (End of Life Vehicle Impounding Scheme). This strategy is the result of joined up working and develpoement with local coucils resulting in an example of good practice which has received much media attention. Education Education has been identified as a priority for the ATF. Links with schools have been developed, and input have been given to groups as well as individuals who have an "unhealthy" intrest in fire. Detection. Communication links with partners have been established to enhance investigation with the sole purpose of ensuring the sucess of any criminal investigation into non-accidental fires. Investigation Protocols have been agreed to jointly investigate arson-related incidents, analyse data and agree actions with the aim of reducing the number of fires in Northamptonshire. | ||||||||||||||||||||||||
